Open enrollment for full time and three-quarter employees


It’s that time of year again!

Open enrollment for medical, dental, vision and life insurance is Sept. 18 through 5 p.m. Oct. 5.

Employees who are full time or three-quarter time will need to complete open enrollment online even if you are not making any changes. Your current benefits will end Dec. 31.

What do I need to do?

Between Sept. 18 and 5 p.m. on Oct. 5, log into My Paycheck (Lawson) from home or work, then select the OPEN ENROLLMENT tab and update the following items:

  • Make your benefit elections or opt-out of coverage

  • Update your home address and telephone number

  • Confirm/update your emergency contact

  • Confirm/update your beneficiaries

  • Enter any missing social security number/s for dependents

The system is accessible 24 hours a day.

What changes can I make?

  • Add or drop family members to your medical, dental and vision plans. Eligibility documentation required

  • Change medical plans

  • Enroll in dental and/or vision

  • Enroll/re-enroll in flexible spending accounts for 2024

  • Enroll/make changes to additional life and/or AD&D insurance coverages

  • Enroll/make changes to voluntary plans

What’s changing?

  • Medical:

    • Health-Net Smart Care is no longer available

  • How to make changes to 457 deferred compensation plans

    • Effective Thursday, Sept. 11, 2023 and during the open enrollment period, 457 deferred compensation plan changes through Mission Square can no longer be made through Lawson. Changes can only be made by submitting a Change form via email to hrbenefits@carlsbadca.gov.

What’s not changing?

  • Vision:

    • No plan or rate changes for 2024!

  • Dental

    • No plan or rate changes for 2024!

Have benefit questions?

Attend a virtual or in-person meeting with HR staff. Appointments are required. Spouses are welcome. Appointments can be scheduled through Carlsbad Learn.
