Open enrollment begins Sept. 19

It’s that time of year again!

Open Enrollment is Sept. 19 through 5 p.m. Oct. 6

You will need to complete open enrollment online even if you are not making any changes. Your current benefits will end Dec. 31.

What do I need to do?

Between Sept. 19 and 5 p.m. on Oct. 6, log into My Paycheck (Lawson) from home or work, then select the OPEN ENROLLMENT tab and update the following items:

  • Make your benefit elections or opt-out of coverage

  • Update your home address and telephone number

  • Confirm/update your emergency contact

  • Confirm/update your beneficiaries

  • Enter any missing social security number/s for dependents

The system is accessible 24 hours a day

Note: Effective Thursday, Sept. 15, 2022 and during the open enrollment period, 457 deferred compensation plan changes, i.e. Mission Square, can only be made by submitting a Change form via email to hrbenefits@carlsbadca.gov. This form is also available on the HR homepage.


What changes can I make?

  • Add or drop family members to your medical, dental and vision plans. Eligibility documentation required

  • Change medical plans

  • Enroll in dental and/or vision

  • Enroll/re-enroll in flexible spending accounts for 2023

  • Enroll/make changes to additional life and/or AD&D insurance coverages

  • Enroll/make changes to voluntary plans

Have benefit questions?

Attend a virtual meeting with HR staff on Microsoft Teams. Appointments are required. Spouses are welcome. Appointments can be scheduled through My Paycheck (Lawson), under training.

8:30 a.m. to 2:00 p.m.

What’s changing?

  • Dental:

    • In 2023, we will switch from MetLife to United Concordia

      • We will continue to offer a PPO dental plan with a slightly reduced premium

        • Orthodontia coverage increase from $2,000 to $2,500

      • We will also offer an HMO dental plan


  • Life insurance, AD&D, disability insurance and EAP

    • In 2023, we will switch from The Standard to Lincoln

      • We will offer city paid life and AD&D coverage for spouse and children. You can still purchase additional coverage above these amounts.

        • Coverage amount for a spouse is $20,000

        • Coverage amount for children is $10,000

      • Increase to guaranteed issue amount on additional employee life insurance

        • During open enrollment, you can elect up to $300,000 without completing a Medical History Statement

      • Increase to guaranteed issue amount on additional spouse life insurance

        • During open enrollment, you can elect up to $30,000 for your spouse without completing a Medical History Statement

      • Increase to the amount of additional life insurance you can elect

        • 7 times your annual salary up to a maximum amount of $500,000

      • Increase to the amount of additional AD&D insurance you can elect

        • Elect up to a maximum amount of $500,000

      • The annual salary maximum for short term disability will increase from $150,000 to $200,000

      • The Employee Connect Plus EAP program will replace our current EAP


  • Pet Insurance Discount Program

    • Program available through United Pet Care

    • This will be in addition to our current Pet Insurance plan through Nationwide

What’s not changing?

  • Vision:

    • No plan or rate changes for 2023!

  • Medical:

    • No plan changes for 2023!

    • Please review the rates carefully. Medical premium increases ranged from 2% to 27%
